Calculation Tool for Research Projects within the SME Scheme


The tool is aimed to support applicants and to explain the dependencies of the calculation rules within the scheme “Research for the benefit of SME”. That includes the calculation along different cost types and funding rates as well as the specific 110%-rule limiting the European contribution to 110% of the subcontracts for outsourced RTD and demonstration activities. The tool should help answering following questions a consortium probably has at the beginning of a project:

    1. How much does the project cost?
    2. How much European contribution could be expected?
    3. How could the own contribution be shared by the beneficiaries?

Following results will be automatically presented after filling in the main parameters of a project calculation within the SME scheme.

      • Total cost of the project and per beneficiary
      • Maximum contribution of European Commission for the consortium and per beneficiary
      • Funding rate for the consortium
      • Own contribution of each beneficiary which could be delivered as an in-kind contribution as well
      • Cash in-kind of SME in those cases where the share of the RTD performers (subcontracts, management and other costs) is very high

It is recommendable to enter realistic distribution of percentage for the subcontracts in order to transfer the figures to Table 3.2.2 (part B) and the Form A3.2 of the proposal.

The European funding is limited either by the calculation of cost types or by following the 110% rule. The lower of the two values is always chosen. Of course, each consortium is free to make its own decisions how to distribute the European funding within the given budget and administrative rules. The NCPs SME network only gives recommendations by introducing a share percentage for the subcontracts and by following the 110% rule. These recommendations are based on following calculation logic:

      • Only one result is presented if the European funding is limited by cost types as it mostly fits with the administrative rules and with the intended benefits of the SMEs declared by the percentage for the subcontracts
      • Two results are represented after following the 110% rule:
Option 1: The additional contribution of the consortium is only shared by the SMEs, SME-AGs and other institutions.

Option 2: The additional contribution of the consortium is shared by all partners including the RTD performers.

Both options are based on the proportion of cost per partner and the total cost of the consortium. As said before, other possibilities exist to calculate the own contribution of the consortium.
