OECD Innovation Strategy
The Organization for Economic Co-operation and Development-OECD Council Meeting at Ministerial Level “From Recovery to Sustained Growth” held on 27th-28th May 2010 in Paris, France, focused on the key challenges facing governments, including ways to promote green growth and boost innovation.
Within this framework, the OECD published the following documentation related to the development of its Innovation Strategy:

The CE marking.
All products in certain categories - those for which EU-wide requirements exist and provide for
CE marking - must carry the CE label to be sold in the EU. These include computers, phones, toys and electrical
products. Of course, there are product groups that are not required to carry the CE marking, such as automobiles.
The main role of the CE marking is to verify that a product conforms to safety and other requirements laid down in
the relevant legislation. It is by no means a certification of origin and certainly does not mean that a product has
been made in the EU; it only means that it may be sold in the Union’ssingle market. These include two pieces of
legislation passed in 2008: one (Regulation 765/2008) setting out the requirements for accreditation and market
surveillance and the other (Decision 768/2008/EC) clarifying the rules and conditions governing the affixing of the
CE marking. The New Approach has been modernised and improved through what is known as the "New
Legislative Framework", a broad package of measures which aims to remove the remaining obstacles to the free
circulation of goods in the single market. The regulation is applicable as from 1st January 2010.
Practical Guides to help companies comply with REACH.
ECHA has published 6 Practical Guides to help
registrants meet their information requirements for REACH registration. The Practical Guides provide registrants
with comprehensive and in-depth advice on preparing their registration dossiers using IUCLID 5. They also cover
the options for the adaptation of information requirements and include the reporting practice for alternative (e.g.
non-animal) testing methods. ECHA expects that the Guides will help registrants to make the best use of integrated
testing strategies and be clear about the level of detail needed to meet their obligations under the law.

Launch of the SME helpdesk on standardisation.
CEN and CENELEC have launched the SME Helpdesk, which will provide on-demand advice and information to support SMEs on standardisation related issues. The task of the SME Helpdesk will be to introduce European SMEs to the knowledge and business tools required to access the European Standardisation System of CEN and CENELEC through: free information, with links to brochures and
presentations; first-line advice through consultation of appropriate experts via e-mail; investigation of other support measures, including training and mentoring to help European SMEs which wish to understand more and contribute to European standardisation. The SME Helpdesk will also provide a range of practical training tools in web-based format and training workshops. Services provided by the SME Helpdesk are free of charge and are offered either online or by telephone.
Training and education call welcomes SME participation.
The EU’sLifelong Learning Programme has published its 2010 call for proposals. As part of its remit to offer training and education opportunities to people at all stages of their lives, the programme aims to enlist the support of enterprises such as SMEs.
EU 2020: a new strategy to make the EU a smarter, greener social market.
The Commission issued a public consultation document on giving the EU economy a brighter future through the EU 2020 Strategy. EU 2020 aims to deliver greener and socially inclusive growth, as outlined by President Barroso in his Political Guidelines. The consultation paper sets out a vision for how EU 2020 will focus on entrenching recovery from the crisis, and helping to prevent a similar one in future.
European Experts Council on Research and Innovation by SMEs.
The European Commission, through its SME Unit within the DG Research, is setting up a specialized group of experts to assist on future policies and actions towards supporting and increasing the Research and Innovation activities by European SMEs (The European Research SME Council).
The European SME Research Council will be a influential international body, working towards European innovation policies specifically focused to assist and support SMEs. It will have at least 27 members from EU Member States.
The SME Research Council's work will result on recommendations, charters and conventions to facilitate cooperation between European countries and EC Directorates-General. It will also provide recommendations for innovation measures, support services and networks.
The Council members will come from entities with influence to the innovation policies for RTD such as EC DGs, Associations, Specialized think-tanks, Academia; Research Centres; Innovation Clusters; Technology Parks; plus key experts from other European projects and on-going initiatives.
Rose Visión, MAPEER SME Project Coordinator, will run a permanent Secretariat for the European Research SME Council.
Learn from the examples: good practices of the SMEs in e-business
European Commission/ DG Enterprise and Industry has published the brochure including 200 case-studies in order to collect and diffuse among the european SMEs the best practices in e-business.

EC recommandations for the SMEs in order to facilitate their participation in the FP7
